2019/2020 Pay Award

Linda Hedley, ALCC General Secretary, together with Lionel Thatcher, ALCC Chairman, Gwilym Rippon, ALCC Vice Chairman and Ian Smith, National Employment Advisor, met with Jonathan Owen, Chief Executive of NALC and Lyn Cadwallader, Chief Executive of One Voice Wales, yesterday.
Items discussed included future relationships between NALC/OVW and ALCC; the next steps on the national agreement and work profiles; a new model Contract of Employment for new staff and the problem of bullying within the sector. The latter centred around the Ledbury ruling regarding sanctions and what measures could in future been taken against errant councillors.
Of more immediate interest to all was our discussion on pay scales and the national pay award effective from 1 April 2019. We are well aware of the difficulty the non-publication of the new scales has caused to Clerks trying to budget for next year and conveyed this to NALC. Their problem has been the consolidation of many lower scale points and how best to assimilate these into the new structure. It may look as though you will be experiencing a reduction in pay by virtue of, for example, SCP21 becoming new SCP11, but just regard the SCP numbers as guidance.
